Thin layer in Heat transfer module

I am working on 3D shell and tube heat exchanger. If I use thin layer feature in heat transfer module for the walls, then do I have to draw the tubes using inside diameter or outside diameter of the tube?
In the application library model, tubes of diameter 15mm are drawn. Is this the inside or outside diameter of the tube?
